Joanna Lyn (Ally) Munda
Policy Analyst
Joanna Lyn (Ally) Munda is a policy analyst with IISD’s Energy Program, specializing in the intersection of legal frameworks, climate governance, and energy reform.
She has had extensive experience working in national and international non-governmental organizations and the development sector, including roles with the Manila Observatory–Klima Policy Center, The Asia Foundation, and the United Nations Development Programme. In these roles, she provided technical advice on energy reform initiatives, supported research on technologies and strategies for low-carbon urban transport systems, and liaised with multisector stakeholders across civil, business, and government organizations. Her experience also includes providing paralegal services and conducting legal research in extraordinary writs to support supervising lawyers in social justice, human rights, and climate litigation.
Ally holds a bachelor’s degree in environmental science with a minor in history from Ateneo de Manila University. She is currently completing her Juris Doctor at the University of the Philippines Diliman College of Law. She is particularly interested in public international environmental law and comparative administrative law for climate adaptive governance .
